Noel Massey has worked on both sides of the industry as an EPS recycling processor and hauling professional, bringing over 20 years of combined experience. Through this hands-on involvement, he has developed a deep understanding of evolving market dynamics and the critical role innovation plays in strengthening our communities and supporting British Columbia’s environmental future. A dedicated family man, Noel is passionate about the industry and the remarkable people within it. He is driven by a commitment to be part of the solution — advancing sustainable practices, fostering collaboration, and contributing meaningfully to positive change rather than being part of the problem.

What does this Mission Statement mean to you?
The Waste Management Association of British Columbia (WMABC) provides a unified voice and collaborative forum for member haulers, recycling processors, and marketers operating within the waste management industry across British Columbia. Our members are committed to advancing sustainable waste management practices and contributing to a cleaner, more resource-conscious future for BC.
Describe why you want to be actively involved as a member of the WMABC Board of Directors?
I have been a proud member of the Waste Management Association since 2014 and have had the honor of serving as Past President. Over the years, I have gained valuable knowledge and insight into the challenges and opportunities facing our industry. I believe I can continue to make a meaningful contribution by being a strong voice for both our communities and the private sector while helping to drive innovation in waste management and environmental stewardship. I remain committed to working collaboratively with government and stakeholders to help shape environmental policies that impact British Columbia. By fostering practical solutions and forward-thinking strategies, I aim to support sustainable growth and positive outcomes for our industry and the communities we serve.

Patrick MacNeil

Patrick Mac Neil is an experienced waste and recycling professional with more than 20 years’ experience in hauling,
operations, and customer service. With a strong operational perspective, knowledge of regulatory and market dynamics.
Further, Patrick has a commitment to efficient, safe, and competitive waste and recycling solutions. He strives for
advanced practical industry collaboration and sustainable practices with purposeful approaches that help businesses,
communities, and the people they serve.

What does this Mission Statement mean to you?
To me, this mission statement means standing up for the people who do the work — the haulers, recyclers, and
processors moving materials throughout BC each day.
Describe why you want to be actively involved as a member of the WMABC Board of Directors?
I want to serve on the WMABC Board to bring a real operator’s voice to industry decisions. With decades on the ground, I understand how policy affects costs, service, and competition.
I will advocate for practical solutions, fair markets, and strong representation for haulers and private sector waste professionals across BC.

Shauna-Rae Swanson

Hi, I am Shauna-Rae Swanson, Regional EHS Manager of BC for GFL Environmental Inc. Solid Waste Division. I graduated from the University of Alberta in 2016, Occupational Health and Safety. I then
successfully worked toward and obtained my CRSP in 2019. I am passionate about the protection of life and the environment which has aligned with my career. I am a safety professional that did not choose a
health and safety career but rather, health and safety chose me. I started my career as a Mental Health and Addictions Support Worker, graduating Valedictorian. Months after starting my social work career I
was approached to enter the health and safety industry, and I was surprised at my transferable skills and excelled in the health and safety industry quickly. I have now worked in Health and Safety for over 15
years. I volunteered for many years with World Vision and had the opportunity to travel to South America to work with children, and organized 5km walks to raise awareness and clean water for two
consecutive years to over 200 children in parts of Africa.
Before all other joys in life, I am the mother of two wonderful boys who keep my life and heart full.

This mission statement to me highlights the associations’ role in facilitating cooperation and collaboration amongst industry players while promoting innovation and excellence in waste
management services in British Columbia.
This includes the mission that WMABC serves as a
platform for the various private sector stakeholders, to have a unified voice to ensure the delivery of effective and safe waste management solutions.
Describe why you want to be actively involved as a member of the WMABC Board of Directors?
I would like to be an active member of the WMABC Board of Directors as it aligns with my passion for health and safety, environmental sustainability, and industry best practices.
I am driven by the opportunity to be able to contribute to making a positive impact on communities by promoting efficiency, healthy and safe waste management practices including the reduction of environmental impacts.
As a board member, I aim to leverage my expertise, foster collaboration, drive innovation, and advocate for industry standards that prioritize the conservation of the environment, health, and safety. I aspire to make a tangible difference by
raising awareness, and working with the association towards a cleaner, healthier future for all in any capacity that I am able.

Byron Green is the Chief Operating Officer and Co-Founder of FuelSrv, a fuel delivery and logistics company supporting
waste haulers, recycling operators, and industrial fleets across Western Canada. He oversees operations, financial
performance, and scalable execution, ensuring FuelSrv delivers reliable, cost-effective service to mission-critical fleets.
Byron is passionate about building strong teams and enabling private operators to run safer, more efficient operations.
